I had the same problem as above because I was using the elliptical shape tool and not the elliptical marquee tool, which is further up the tool bar near the other selection tools. When the elliptical marquee is used to create the shape the stroke option becomes active, including access to the transparency button.

I've followed Ryan's directions exactly as he states, but when I get to # 5, edit > stroke, stroke is grayed out.

I looked for "preserve transparency" and could not fit.

Can someone tell me where preserve transparency is located ? and when do I unclick that.
