Drawing A Circle In Photoshop Elements: PhD Required
Even with these directions, I couldn't make it work. And Barbara Brundage/Dave Pogue/Tim O'Reilly's "Missing Manual" isn't helping either. What a waste of money this program has been.
I know this comment is a year and a half after you wrote this, but thanks! If you're the one who wrote that you couldn't get it to work, I couldn't get it to work either until I unclicked "preserve transparency" and then it worked like a dream. Thanks so much!
I had the same problem as above because I was using the elliptical shape tool and not the elliptical marquee tool, which is further up the tool bar near the other selection tools. When the elliptical marquee is used to create the shape the stroke option becomes active, including access to the transparency button.

Thanks, this helped me too. I can't believe there's not a simple tool for drawing a hollow circle/oval.
I've followed Ryan's directions exactly as he states, but when I get to # 5, edit > stroke, stroke is grayed out.
I looked for "preserve transparency" and could not fit.
Can someone tell me where preserve transparency is located ? and when do I unclick that.

Seven years after the original comment, but still relevant...
tomg's advice solved my problem. I was using the wrong elliptical tool.
I use the Cookie Cutter tool to draw perfect spheres or rings.
